The Organization:

Shenandoah Valley Medical System, Inc. dba Community Health (SCH) is a Federally Qualified Community Health Center and Primary Care Medical Home that offers access to primary care, behavioral health, women’s health, and oral healthcare right here in the Shenandoah Valley of West Virginia and Virginia. Since 1976, our dedicated clinicians, nurses, and support staff have worked to ensure that our patients receive the highest quality, most comprehensive healthcare possible. SCH’s wide range of coordinated healthcare services includes routine care as well as chronic disease treatment and management; mental health and substance use treatment; specialized care for women including prenatal care, gynecology; and comprehensive dental care for children and adults. As a medical home, SCH also offers WIC Nutrition Programs; HIV case management; weight and wellness program; on-site pharmacy; lab and x-ray services; nursing outreach to migrant and seasonal farm workers and the homeless; medication assistance; assistance with health insurance enrollment; social work services; and family support resources. Health education classes, a breastfeeding support group and diabetes management program are offered free of charge and are open to the public. Shenandoah Community Health serves all patients—adults and children— regardless of ability to pay. We also provide interpretation services for patients whose primary language is not English.

 The Position:

The Chief Financial Officer is responsible for directing the fiscal functions of the organization in accordance with generally accepted accounting principles issued by the Financial Accounting Standards Board and other regulatory and advisory organizations and in accordance with financial management techniques and practices appropriate within the industry. This position is responsible for financial management for the organization and supervision of personnel associated with all funding sources, or financial agreements; formulation of internal budgets and the monitoring of such; general ledger; accounts payable; accounts receivable; payroll; required reporting and fiscal integrity of all aspects of fiscal operations. 

Key responsibilities include:  

• Plan, develop, organize, implement, direct, and evaluate the organization's fiscal function and performance.
• Participate in the development of the corporation's plans and programs as a strategic partner to include long-range plans, new programs/strategies, and regulatory action.
• Develop credibility for the finance group by providing timely and accurate analysis of budgets, financial reports, and financial trends to assist the CEO/President, the Board and other senior executives in performing their responsibilities.
• Enhance and/or develop, implement, and enforce policies and procedures of the organization by way of systems that will improve the overall operation and effectiveness of the corporation.
• Provide technical financial advice and knowledge to the Board, management and others within the financial discipline.
• Develop and deliver annual operating and capital budgets to the governing board.
• Take lead for the board directed annual financial statements and internal controls, schedule of expenditures of federal awards and retirement fund annual audits.
• Continual improvement of the budgeting process through the education of department managers on financial issues impacting department budgets
• Optimize the handling of treasury, investment, bank and deposit relationships and initiate appropriate strategies to enhance cash position. Develop a reliable cash flow projection process.
• Provide strategic financial input and leadership on decision-making issues affecting the organization, i.e., evaluation of potential alliances, acquisitions and/or mergers and pension funds and investments.
• Serve as an advisor from the financial perspective on any contracts into which the corporation is evaluating.
• Oversee and actively manage the revenue cycle process to include managing internal billing staff and the external billing company.
• Evaluate the finance division structure and team plan for continual improvement of the efficiency and effectiveness of the group as well as provide individuals with professional and personal growth with emphasis on opportunities (where possible) of individuals.
• Perform other duties as assigned which may include managing operational departments, projects, attending seminars, etc. 

 Qualifications & Education:

1. Bachelor’s degree in accounting, Finance or related field, master’s degree preferred
2. Professional accounting designation (CA, CMA, CPA or FACHE) highly preferred
3. 5+ years’ experience in a senior financial managerial position
4. Advanced computer skills, including proficiency in MS Office, Sage 100, NetSuite financial accounting software
5. Knowledge and experience in programs, laws, and regulations, to include;  Generally Accepted Accounting Principles, Government Auditing Standards, Fund Accounting;  Medicaid/Medicare Insurances; FQHC (Federally Qualified Health Centers) operations.
